Saturn is all that which we don't like in our life. Saturn is delay, frustration, restriction, limitation and anxiety. It is hard-work and labor. It is people of authority, like boss at your work place or father-figure at home. Saturn is Master and Servant both (depends on who uses Saturn in what way). Saturn is our Karmic debt from life. Saturn is the things we didn't treat too well in our past life. Saturn is our challenges and lessons of life. Saturn is old-age, teeth in human body, diseases, transformation etc. Saturn is discipline, organisation, structure, government, law & order etc.
Libra is the 7th sign of zodiac belt, hence it represents the energy and things related with 7th house of horoscope, i.e. market place, business, partnerships, relations etc. Basically Libra is sign of relationships. Libra is consisted of another 2 and half Nakshatra named Chitra, Swati and Vishakha. Libra's lord is Venus.
First thing to remember with this Saturn is that Saturn is exalted in Libra. Saturn is exalted at 20 degree Libra. It means it is the strongest point of Saturn. So, as always, Why Saturn is exalted in Libra? Libra is basically a sign of People and Masses. Saturn likes to serve people. So, Saturn gets best environment to serve people in the sign of people and masses. Hence, Saturn is exalted in Libra.
Now, as Saturn is exalted in Libra and Libra is also a sign of relationship, there remains a huge misconception that with this position of Saturn all will be excellent in marriage too as it is excellent . But here comes the concept of Jeeva Karaka and Ajeeva Karaka. Jeeva Karaka means any living thing or relation signified by a particular sign like Husband, Wife, Parents for Libra. Ajeeva Karaka means any non-living thing attached with a sign like Business, Merchants and Markets for Libra. So, any malefic planet (Saturn, Mars, Rahu, Ketu, etc) will negatively impact Jeeva Karakas and positively impact the Ajeeva Karaka. So, Saturn in Libra may make a person an excellent businessman but he will still have some big challenges in dealing with relations. We all learn through our relations and of course Saturn in Libra people would have their biggest lessons of life in relations.
So, now life lessons are coming into the sign of Libra. As I said, wherever Saturn is, that's where your biggest challenges in life. This also means that they may end up in getting married very late in their life. But on the other hand, same Saturn is making them workaholic and a shrewd Businessman. At the same time, Hard-work aspect of Saturn remains as is. So, even in its best position in Libra, they will get the best results only after they put great effort for that. Saturn in Libra also makes Lawyers and Judges. But mainly, it represents Merchants and Businessman.Â
Things which may impact Saturn's effect in Libra are obviously different Nakshatras Saturn may be positioned. If Saturn is in Chitra Nakshatra, then Mars will impact Saturn's results. If Saturn is in Swati Nakshatra, then Swati's lord Rahu will impact Saturn's result. Similarly, if Saturn is in Vishakha Nakshatra, then Jupiter's position will be key factor.
Sign-lord wise, Venus is lord of Libra. So, Venus will have highest say in what result Saturn can give.

So, there can be a Neech Bhang Raaj Yoga where debilitation is cancelled and planet moves upward for exaltation but there can never be Uchcha Bhang Yoga and planets exaltation is cancelled.
